Al. Medvedev: Ο South Stream αποτελεί η «ναυαρχίδα» των επενδύσεών μας

Επί τη ευκαιρία των εγκαινίων των γραφείων της Gazprom στις Βρυξέλλες, ο Alexander Medvedev μίλησε ενώπιων του Ευρωπαϊκού Κοινοβουλίου για τον αγωγό φυσικού αερίου South Stream.

«Είναι τιμή και μεγάλη χαρά για μένα να απευθύνομαι σήμερα στο Ευρωπαϊκό Κοινοβούλιο.

Πιστεύω ακράδαντα ότι είναι καλύτερο να μιλήσουμε ο ένας στον άλλο, παρά να μιλήσουμε ο ένας για τον άλλο. Κι αυτός είναι ο λόγος που εκτιμώ την σημερινή ευκαιρία να απευθυνθώ άμεσα σ’ εσάς. Επίσης, είμαι στην ευχάριστη θέση να ανακοινώσω ότι σήμερα, η Gazprom θα ανοίξει γραφείο σύνδεσης στις Βρυξέλλες. Πρωταρχικό του καθήκον θα είναι να εντείνει το διάλογο της εταιρεία μας με την Ευρώπη.

Πρώτον, ο South Stream παραμένει η «ναυαρχίδα» των επενδύσεών μας όσον αφορά στην αύξηση χωρητικότητας αποθήκευσης φυσικού αερίου και την κατασκευή νέων αγωγών εφοδιασμού.

Ο εν λόγω αγωγός φυσικού αερίου θα παρέχει στην Ευρωπαϊκή Ένωση μια νέα, άμεση πρόσβαση σε τεράστια αποθέματα ρωσικού φυσικού αερίου και τη δυνατότητα εισαγωγής 63 δισ. κυβικών μέτρων αερίου ετησίως. Το νούμερο αυτό ισοδυναμεί με 700 LNG δεξαμενόπλοια, τα οποία θα έδεναν στις ακτές της Ευρώπης.

Δεύτερον, η εγχώρια παραγωγή της Ευρώπης θα μειωθεί κατά της επόμενες δεκαετίες, οπότε θα πρέπει να εισάγει περισσότερο φυσικό αέριο.

Τρίτον, η Ευρώπη χρειάζεται νέες υποδομές φυσικού αερίου για την κάλυψη της αυξανόμενης ζήτησης σε εισαγωγές. Η Ευρωπαϊκή Επιτροπή εκτιμά ότι ως τα τέλη της επόμενης δεκαετίας η Ευρώπη θα κάνει επενδύσεις 200 δισ. ευρώ στα δίκτυα φυσικού αερίου και ηλεκτρικής ενέργειας. Αυτό δεν θα είναι εύκολο – οι ευρωπαϊκοί κανόνες ενέργειας και κλίματος βρίσκονται υπό συνεχή αλλαγή. Αυτό δεν προσφέρει την ασφάλεια και την προβλεψιμότητα που χρειάζονται οι επενδυτές.

Ο South Stream θα κοστίσει περίπου 15 δισ. ευρώ. Πιστεύουμε ότι οι διεθνείς τράπεζες και οι επενδυτές θα απορροφήσουν περίπου το 70% των δαπανών αυτών. Εμείς ούτε αιτούμαστε, ούτε περιμένουμε τα χρήματα των Ευρωπαίων φορολογούμενων για να βοηθήσουν στην κατασκευή του αγωγού, αλλά ούτε και πολιτικές χάρες περιμένουμε για το εν λόγω θέμα. Ο South Stream είναι μια ιδιωτική επένδυση και ένα εμπορικό σχέδιο.

Προσφάτως, το 80% των εξαγωγών ρωσικού φυσικού αερίου προς την Ευρώπη «έτρεχε» μέσω Ουκρανίας. Μετά τις διακοπές διαμετακόμισης του 2009, Gazprom και Ευρώπη κατέληξαν σε εντυπωσιακά συμπεράσματα.

Το Κοινοβούλιο υιοθέτησε την Οδηγία περί ασφάλειας εφοδιασμού, η οποία καλεί τα κράτη-μέλη να προετοιμαστούν για μια πιθανή διακοπή εισαγωγών από τους σημαντικότερους αγωγούς εφοδιασμού τους. Η Gazprom και οι εταίροι της έκαναν ακριβώς το ίδιο. Αποφασίσαμε να επενδύσουμε σε έναν αγωγό που θα μας προσφέρει μεγαλύτερη ευελιξία και την ικανότητα να εξασφαλίσουμε αξιόπιστες προμήθειες. Ο South Stream θα μειώσει τον κίνδυνο διαμετακόμισης μέσω της εξομάλυνσης των εξαγωγών φυσικού αερίου που διακινούνται μέσω Ουκρανίας.

Τα οφέλη που θα φέρει στην περιοχή ο South Stream θα είναι πολλαπλάσια.

Ο αγωγός θα φέρει σημαντικές άμεσες επενδύσεις σε ορισμένες ευρωπαϊκές οικονομίες, που αντιμετωπίζουν σοβαρά προβλήματα ύφεσης, μετά την οικονομική κρίση. Η κατασκευή του θα δημιουργήσει χιλιάδες θέσεις εργασίες. Η λειτουργία του θα δημιουργήσει κέρδη στις επιχειρήσεις και θα οδηγήσει σε φορολογικά έσοδα στις φιλοξενούσες χώρες. Επίσης, η ασφαλής και άφθονη παροχή ενέργειας θα τονώσει τις επενδύσεις των βιομηχανιών.

Το μήνυμα που θέλω να στείλω σήμερα είναι το εξής:
Χτίζουμε τον South Stream με σαφή εμπορική λογική στο μυαλό, βασισμένη στην πεποίθηση ότι θα αποφέρει οφέλη στους Ευρωπαίους εταίρους μας.

Ο South Stream θα ανοίξει ένα νέο κεφάλαιο στην ήδη δοκιμασμένη από το χρόνο ιστορία συνεργασίας μας. Θα βοηθήσουν στην εξασφάλιση των ποσοτήτων εισαγωγής φυσικού αερίου που χρειάζεται η ευρωπαϊκή οικονομία. Αυτό θα βοηθήσει στο να απαλυφθούν οι κίνδυνοι διαμετακόμισης. Ο αγωγός θα προσφέρει μεγαλύτερη ασφάλεια εφοδιασμού και περισσότερες επιλογές για τους καταναλωτές φυσικού αερίου. Θα παρέχει οικονομικά και περιβαλλοντικά οφέλη για τις συμμετέχουσες χώρες. Θα πάει με τα «νερά» των ενεργειακών στόχων της ΕΕ, και όχι εναντίον τους.

Ο South Stream είναι ένα πραγματικά πανευρωπαϊκό έργο που θα συνδέει -δεν θα χωρίζει- οικονομίες και ανθρώπους.

Γι 'αυτό είμαι υπερήφανος να είμαι μέρος αυτής της προσπάθειας και έχω την πεποίθηση ότι ο South Stream μπορεί να γίνει μια επιτυχία για όλους μας.

Ελπίζω να συνεχιστεί η ανταλλαγή απόψεων με το Ευρωπαϊκό Κοινοβούλιο.

Honourable Members, Excellencies,
Dear Mr. Binev,
Ladies and Gentlemen,

It is an honour and great pleasure for me to address this High European House today.

I strongly believe that it is better to talk TO each other than to talk ABOUT each other.  This is why I appreciate the opportunity to address you directly today.  And this is also why I am glad to announce that today, Gazprom will open an EU liaison office in Brussels. Its primary task will be to intensify the dialogue our company is having with Europe.

It is worth reminding that we are bound together by our joint history, by our common culture, by our shared geography.

We are bound together by common interests.  European factories, homes and schools need access to low-carbon energy sources that are safe and clean, like natural gas.  Gazprom vitally depends on its gas sales to Europe, which account for two thirds of our income and define our commercial well-being.

We are bound together by a long success story of cooperation.  Europe imports Russian gas since 1969, when Gazprom’s predecessor signed a gas supply contract with Italy. Since then we have seen two oil shocks, three Gulf Wars and the fall of the Iron Curtain. Yet, gas has continued to flow with only one notable interruption in 2009.

Gazprom remains committed to continue investing in this relationship. One prime example is the investments we are making to increase gas storage capacities in Europe and to build new supply pipelines.

The South Stream Gas Pipeline is our flagship investment in this regard and a truly pan-European project.

South Stream will provide the European Union with a new, direct access to vast gas reserves of Russia and the possibility to import as much as 63 billion cubic meters of natural gas per year. This is equivalent to 700 LNG tankers reaching European shores.

The second argument: Europe’s domestic production of will decline over the next decades and Europe will need to import more natural gas.

The third factor: Europe needs new gas infrastructure to meet this growing demand for imports. European Commission estimates that by the end of the next decade Europe will need 200 billion Euros of investments into its gas and electricity grids. This will not be easy -- the EU energy and climate rules remain in constant repair. This does not offer the security and predictability which investors need.

South Stream will cost around 15 billion Euros. We think international banks and investors will absorb about 70% of these costs. We neither request nor expect European tax money to help build South Stream -- nor any other political favours, for that matter. South Stream is a private investment and a commercial project.

Until very recently, 80% of our gas exports to Europe ran through Ukraine. After the transit disruptions of 2009, Gazprom and Europe came to remarkably similar conclusions.

This House (Parliament) adopted the Security of Supply Directive, which calls on member states to prepare for a possible disruption of their most important import pipelines. Gazprom and its partners did exactly the same. We decided to invest in a pipeline which will provide us with greater flexibility and capacity to ensure reliable supplies. South Stream will decrease transit risk by normalizing the share of our gas exports running through Ukraine.

There are more benefits which South Stream will bring to the region:

South Stream will bring significant direct investments into some of those European economies which are experiencing a severe economic slump after the financial crisis.

Its construction will create thousands of jobs, and maybe some of those in your constituencies.  Its operation will generate incomes for companies and result in tax revenues for host countries.  And secure and abundant energy supplies can also stimulate follow-on investments by industries.

There is generally a high potential to increase the level of gasification throughout the region, where it is still possible to find power plants which are run on oil. This will also trigger benefits. For one, it would lead to better air quality and at the same time provide a cost-efficient means to reduce the carbon footprint of Europe.

What is more, the pipeline is coming to a region where European integration has kicked-off just recently and gas markets are not well enough connected. This project will be a great tool to further enhance the integration of these markets and to bring South East Europe closer together.

The message that I want to send today is this:

We are building South Stream with a clear commercial rationale in mind, based on the conviction that it will deliver benefits to our European partners.

South Stream will open a new chapter in what has become a time-tested story of cooperation.
It will help secure gas import capacities which the European economy needs.
It will help to responsibly spread transit risks.
It will give more supply security and more options to gas consumers, not less.
It will provide economic and environmental benefits to the participating countries.
It will go with the grain of EU energy interests, not against them.
It will further integrate the gas markets of a region that has just joined the European project.

And South Stream is a truly pan-European project that will connect – not divide – economies and people.

This is why I am proud to be part of this endeavour and convinced that South Stream can become a success for all of us.
